The Content of Counteraction to Mass Disorders by Operative Units of the National Police of Ukraine

Abstract

The actuality of the scientific development of issues connected with mass disorders’ counteraction by the operative units of the National Police of Ukraine is grounded in the article. The concept, content, types and stages of mass disorders are researched. The role of the operative units of the National Police of Ukraine in mass disorders’ counteraction is defined. The complex of actions of the operative units of the National Police of Ukraine at each of the stages of mass disorders’ occurrence is outlined. It is determined that mass disorders’ counteraction by the operative units of the National Police is a set of measures carried out by their forces and means directed to the: identification of the signs of perpetrations to the commission of such a kind of crime, its documentation and prevention its realization; surveillance and record of an attempt to commit and to held mass disorders; misinformation and disorganization of the criminal crowd; acquisition of information which is necessary for the forced cessation of mass disorders. With the aim of relevant identification of the signs and features of perpetrating the mass disorders, operative units of the National Police must initiatively and permanently conduct an operative search of signs and features that indicate: the formation of «centres of the organization» of mass disorders; their financing and distribution of funds among the participants; development of the plan of mass disorders’ gradual deployment; agitating-organizational support of mass disorders in the information field; procurement of items and substances that can be used in order to resist the actions of the law enforcement units, to commit pogroms, arsons, etc. In the case of revealing such signs and features, the operative units of the National Police simultaneously perform the actions directed to the counteraction of mass disorders’ perpetration and their documentation. At the stage of attempt of mass disorders’ commission and while the whole period of their duration the operative units of the National Police must surveil and document the actions of the crowd in the regime of the real time. Special attention must be paid to the organizers and active participants of the disorders. The obtained information as to the moods and plans of the disorders’ participants, the availability of the weapon must be immediately transmitted to the units, authorized to the forceful cessation of the mass disorders. Actions directed to the misinformation and disorganization of the crowd must be performed simultaneously.
