Aprendizagens perdidas devido à pandemia: Uma proposta de recuperação

Abstract

A evidência científica mostra perdas significativas de aprendizagens, particularmente nos alunos mais jovens e de famílias mais desfavorecidas durante os períodos de ensino a distância devidos à pandemia covid-19. Vários países propuseram, ou começaram já a implementar, medidas extraordinárias para mitigar estes efeitos, incluindo programas de tutorias, escolas de verão, prolongamento de horários letivos e fornecimento de recursos informáticos. Este documento propõe duas medidas imediatas, efetivas e temporárias, já testadas em outros sistemas de ensino e adaptadas ao sistema Português: programas de tutoria e escolas de verão. Os programas de tutoria a Português e Matemática incidem sobre os alunos do ensino básico, e envolvem 2 sessões semanais, integradas em horário escolar, em grupos de 3 a 5 alunos. Dependendo dos cenários, estima-se que entre 125 e 380 mil alunos possam estar envolvidos em Português e entre 273 e 528 mil a Matemática. Os custos anuais por aluno variam de €422 a €704 euros. As escolas de verão, com duração de 4 semanas, podem envolver entre 251 e 331 mil alunos do 1.º e 2.º ciclo, com um custo total de €42 a €55 milhões de euros e um custo por aluno de €166. Este investimento tem um retorno muito elevado, considerando o salário mediano em Portugal em 2019 e estimativas conservadoras para a sua progressão e atualização ao longo dos próximos 40 anos.
