Plan I - der Weg zu einer nachhaltigen Forschungsinformationsinfrastruktur

Abstract

Öffentliche Einrichtungen in Europa müssen beim Erwerb von Dienstleistungen oberhalb von definierten Grenzen in der Regel eine Ausschreibung machen. Wissenschaftliche Zeitschriften sind von dieser der im Vergaberecht vorgesehenen Ausschreibungspflicht ausgenommen, da der Inhalt der Zeitschriften nur von je einem Verlag akquiriert werden kann - die sogenannte “single source procurement” Ausnahme im Vergaberecht. Die Konsequenz dieser Monopolstellung der Verlage sind Preise, die das 10-20fache über den Publikationskosten liegen [1], und langwierige Verhandlungen um technisch triviale Umstellungen (wie, z.B. verbesserte Zugangsmöglichkeiten, „Open Access”) zu bewirken. Dieser “Vendor Lock-in” verhindert marktbasierten Preisdruck und hemmt Innovation. So werden Funktionalitäten wie z.B. effiziente Zitationsverlinkung, interaktive Visualisierungen oder Interoperabilität mit Forschungsdaten und Quellcode, die schon lange aus der Forschungsgemeinschaft gefordert werden, nicht implementiert. Auch die Europäische Kommission (Kommissar für Wettbewerb) hat diese Problematik bereits erkannt [2]. Für zukünftige Dienste zur Bereitstellung von Forschungsdaten und wissenschaftlicher Quellcode besteht die Möglichkeit einen solchen Vendor Lock-in, mit all seinen Konsequenzen, noch zu verhindern, doch es drängt die Zeit. In diesem Dokument möchten wir die Probleme näher beleuchten und Vorschläge zur Beseitigung dieser vorstellen. Wir sehen diesen Lösungsweg als Alternative zu „Plan S” und „Plan U”. Daher wurde der Name „Plan I” (für Infrastruktur) hierfür von uns gewählt.
