ОЦЕНКА КАЧЕСТВА УПРАВЛЕНИЯ МУНИЦИПАЛЬНЫМИ ФИНАНСАМИ В ГОРОДСКОМ ОКРУГЕ ГОРОД ВОРОНЕЖ

Abstract

Качество управления муниципальными финансами – фактор, имеющий критическое значение для развития муниципального образования. Оценка качества управления муниципальными финансами включает в себя несколько направлений. Бюджетное планирование, исполнение бюджета, управление муниципальным долгом и муниципальным имуществом, оказание муниципальных услуг, прозрачность бюджетного процесса позволяют определить качество управления. Определение степени эффективности (неэффективности) управления муниципальными финансами дает возможность разработать и реализовать муниципальному образованию совместно с вышестоящими финансовыми органами мероприятия по оздоровлению и улучшению финансово-бюджетной политики муниципалитета.
