Les attentes des Français envers les politiques familiales en 2020

Abstract

Les Français attendent des prestations sociales et familiales qu’elles s’adaptent aux besoins des familles. Si la natalité n’est pas une priorité pour l’opinion, elle appelle de ses vœux le versement des prestations familiales dès le premier enfant, et avec un montant égal pour tous. Si, dans leur grande majorité, les Français soutiennent les plafonnements des prestations familiales, excluant les plus aisés, et la priorité donnée aux plus modestes, ils n’adhèrent pas à la diminution des aides pour les classes moyennes. Renforcer l’offre d’accueil collectif, favoriser la parité et un bon équilibre de vie … sont autant de pistes pour une meilleure adéquation des aides aux besoins des familles actuelles. Les Français aspirent également, en 2020, à davantage de stabilité : le soutien aux réformes touchant les allocations familiales diminue, il n’y a pas d’adhésion forte au calcul plus réactif du montant des aides et l’hypothèse d’un revenu universel divise la population et inquiète les publics cibles. Le contexte sanitaire de confinement n’a pas été sans impact : il a favorisé un retour à des rôles genrés traditionnels (deux fois plus de femmes que d’hommes se sont arrêtés de travailler pour prendre en charge un enfant) et amplifié le besoin de stabilité et de protection. Si le système a su s’adapter dans l’urgence, les craintes pour l’avenir sont réelles.
