In this paper, Tibilis Stal, 1860 is revised on the basis of morphological characters, with emphasis on the external genitalia of both sexes. Five species are recognized: T. apposita, sp. n., T. glabriuscula Breddin, 1903, T. riograndensis, sp. n., T. sabriuscula Breddin, 1903 e T. subconspersa Stal, 1860. The species T. compascens Bergroth, 1914, T. fulvicornis (Walker, 1867), T. laeviventris Bergroth, 1914, T. oculata Breddin, 1914, T. parva (Distant, 1893) and T. piceola (Walker, 1868) are transfered to a new genus, described in another paper. T. obsoleta (Herrich-Schäfer, 1839) is listed as incertae sedis. Illustrations, key and map of distribution are provided.
