New Public Governance in der Alterspolitik von Schweizer Gemeinden und Städten – erste Ansätze und Entwicklungspfade

Abstract

Der vorliegende Text geht der Frage nach, ob und inwiefern sich in die politisch-administrativen Planung und Umsetzung der Alterspolitik in Schweizer Kommunen Ansätze von New Public Governance (NPG) finden lassen. Die Ergebnisse der explorativen Studie, in der 15 unterschiedlich grosse Kommunen untersucht wurden, zeigen einzelne NPG-Elemente. Besonders in den grösseren Schweizer Städten wurden verschiedene Formen von Netzwerkkooperationen gefunden: zum einen verwaltungsinterne, abteilungsübergreifende Zusammenarbeitsnetzwerke und zum anderen institutionalisierte Netzwerkkooperationen mit verwaltungsexternen Akteuren wie z.B. mit Dienstleistungsanbietern, Fachpersonen oder interessierten Bürgerinnen und Bürgern, die für die Gestaltung der Alterspolitik relevant sind. Der Artikel schliesst mit Überlegungen, wie NPG Ansätze gestärkt und weiterentwickelt werden könnten.
