Se comenzó a hablar del Gobierno Electrónico a finales del Siglo XX (Soares y Amaral, 2015), cuando el Internet, el World Wide Web, y el desarrollo de las redes computacionales crearon nuevas oportunidades de desarrollo de aplicaciones y sistemas en el gobierno, como un fenómeno paralelo al Comercio Electrónico. Autores como Gil García y Luna-Reyes (2006), Naser y Concha (2011) posteriormente Soares y Amaral (2015), contribuyeron a la clarificación y entendimiento del concepto de Gobierno Electrónico, señalando que puede ser definido o estudiado de tres formas principales: 1) por sus enfoques, 2) a través de sus componentes y 3) mediante sus dimensiones.
