Abstract

As eleições municipais de 2020, no Brasil, acontecem em uma conjuntura de muitas dificuldades. Além da inesperada pandemia da COVID-19, há a recessão econômica decorrente, com as implicações políticas de afastamento da possibilidade de afirmação das teses do Estado mínimo, substituídas pelas necessidades de transferência direta de recursos na forma de Auxílio Emergencial para a população sem vínculos empregatícios. A consequência das mudanças políticas do governo federal refletiu-se em alta de popularidade governamental, que poderia repercutir nos resultados eleitorais, mas a decisão de apresentar uma reforma administrativa retirando o preceito constitucional da estabilidade dos servidores públicos tende a mobilizar uma forte reversão dessa tendência, além de repercutir em mudanças nas organizações partidárias a partir do próximo ano, em função de mudanças na legislação eleitoral, pela extinção das coligações partidárias em eleições proporcionais. The 2020 municipal elections in Brazil take place at a time of many difficulties. In addition to the unexpected pandemic of COVID-19, there is the resulting economic recession, with the political implications of moving away from the possibility of affirming the theses of the minimum state, replaced by the need for direct transfer of resources in the form of Emergency Aid for the population without employment ties . The consequence of the political changes of the federal government was reflected in a rise in government popularity, which could have an impact on electoral results, but the decision to present an administrative reform removing the constitutional precept of the stability of public servants tends to mobilize a strong reversal of this trend, in addition to impacting changes in party organizations from next year, due to changes in electoral legislation, by the extinction of party coalitions in proportional elections.
