Abstract

La democracia, en tanto nodo de experiencias orientadas a un horizonte de expectativas, empieza ahí donde los sujetos –sin importar sus particularidades y especificidades-, acordando por consenso articularse en una comunidad de recuerdos y de destino conjunto, disponen de posibilidades equitativas para ejercer en misma potencialidad iguales derechos, cumplir con congruencia sus responsabilidad para el mantenimiento de lo público y tomar parte en la negociación de significados dentro de una comunidad de sentido. Ante tan sencillo planteamiento de utopía, se encara una realidad que parecería rehusarse a dejarse encuadrar: uno de los grandes problemas es su aparente incompatibilidad con el sistema económico mundial, con su quintaesencia del primado del individuo como actor racional egoísta y el principio de competencia con sus consecuencias acumulativas. El diagnóstico revela la necesidad de una intervención quirúrgica invasiva que desplace los dispositivos ortopédicos y estéticos tan socorridos por la socialdemocracia. ¿Cómo maridar o hacer coexistir la configuración oligopólica del capitalismo tardío con la democracia, que Jacques Rancière caracterizaba como la irrupción violenta y espontánea de las masas? Si en lo inmediato tomar el sistema por asalto se antoja ilusorio, no es imposible consolidar un camino que ya se está andando desde diversas aristas: coadyuvar a la distribución equitativa del acceso a los recursos (materiales, económicos, simbólicos) y gestionar el involucramiento de los ciudadanos en la planeación, implementación y evaluación de la acción política. Es decir, apostar a auténticas políticas públicas.
