PEACEKEEPING OPERATIONS AS A FACTOR IN REGULATING TERRITORIAL CONFLICTS IN THE REPUBLIC OF MOLDOVA AND GEORGIA

Abstract

Referring to conflicts that take place on the territory of the former USSR, especially on the territories of the Republic of Moldova and Georgia, we must also focus on the format of peacekeeping forces. Thus, the end of the conflict in the Georgian region of South Ossetia took place on the basis of the Agreement signed on 24 June 1992 between the Russian Federation and Georgia on the principles of the conflict resolution. In the case of both the Republic of Moldova and Georgia South Ossetia we observe the same tendency. The Russian Federation unilaterally assumes the status of a peacemaker, in the absence of the competencies granted by the UN, an organization that bears the main responsibility for maintaining international peace and security. Moreover, in the conflict on the Dniester, the forces of the Russian Federation stationed in the Republic of Moldova as a consequence of the disintegration of the USSR, are on the separatistsrsquo; side, a fact confirmed by several sources. A confirmation of the above is also the presence of the signatories of the Ceasefire Agreement - the Republic of Moldova and the Russian Federation. The third party, the so-called quot;Transnistriaquot; appears later, within the Joint Control Committee, being promoted by the Russian Federation, which from the beginning does not correspond to the intentions of the signatories of this agreement.

Рассматривая конфликты на территории бывшего СССР, особенно на территориях Республики Молдова и Грузии, необходимо сосредоточиться на формате миротворческих сил. Так, прекращение конфликта в грузинском регионе Южной Осетии произошло на основе Соглашения о принципах урегулирования конфликта, подписанного 24 июня 1992 года между nbsp;Российской Федерацией и Грузией. Как в случае Республики Молдова, так и Грузии Южной Осетии, мы наблюдаем одинаковую тенденцию. Российская Федерация в одностороннем порядке приобретает статус миротворца в отсутствие полномочий, предоставляемых ООН ndash; организацией, несущей основную ответствен- ность за поддержание международного мира и безопасности. Более того, в конфликте на Днестре силы Российской Федерации, дислоцированные в Республике Молдова вследствие распада СССР, находятся на стороне сепаратистов, что подтверждается несколькими источниками. Свидетельством вышеупомянутого является также количество сторон, подписавших Соглашение о прекращении nbsp;огня nbsp;ndash; nbsp;Республика nbsp;Молдова nbsp;и nbsp;Российская nbsp;Федерация. nbsp;Третья, nbsp;так nbsp;называемая laquo;Приднестровскаяraquo; сторона появляется позже, в рамках Объединенной контрольной комиссии, которую продвигает Российская Федерация, что изначально не соответствует намерениям участников, подписавших это соглашение.

En ce qui concerne les conflits qui ont lieu sur le territoire de l#39;ex-URSS, en particulier sur les territoires de la République de Moldavie et de la Géorgie, nous devons également nous concentrer sur le format des forces de maintien de la paix. Ainsi, la fin du conflit dans la région Géorgienne d#39;Ossétie du Sud a eu lieu sur la base de l#39;Accord signé le 24 juin 1992 entre la Fédération Russe et la Géorgie sur les principes du règlement du conflit. Dans le cas de la République de Moldavie et de la Géorgie Ossétie du Sud, nous observons la même tendance. La Fédération Russe assume unilatéralement le statut de pacificateur, en l#39;absence des compétences accordées par l#39;ONU, une organisation qui porte la responsabilité principale du maintien de la paix et de la sécurité internationale. De plus, dans le conflit sur le Dniestr, les forces armées de la Fédération Russe stationnées en République de Moldavie à la suite de la désintégration de lrsquo;URSS sont du côté des séparatistes, un fait confirmé par plusieurs sources. Une confirmation de ce qui a été dit est également la présence des signataires de l#39;Accord de cessez-le-feu - la République de Moldavie et la Fédération Russe. Astfel, sfârșitul conflictului în regiunea Georgiei din Osetia de Sud a avut loc în baza Acordului semnat la 24 iunie 1992 între Federația Rusă și Georgia cu privire la principiile rezolvării conflictului. Aceeași tendință se observă atât în Republica Moldova, cât și în Georgia Osetia de Sud. Federația Rusă își asumă unilateral statutul de pacificator, în absența competențelor acordate de ONU, o organizație care poartă responsabilitatea principală pentru menținerea păcii și securității internaționale Mai mult, în conflictul de pe Nistru, forțele Federației Ruse staționate în Republica Moldova, ca urmare a dezmembrării URSS, sunt de partea separatiștilor, fapt confirmat de mai multe surse. În susținerea celor afirmate este semnarea Acordului de încetare a focului de către Republica Moldova și Federația Rusă. A treia parte, așa-numita bdquo;Transnistrierdquo; apare ulterior, în cadrul Comisiei de Unificare de Control, fiind promovată de Federația Rusă, care de la început nu corespundea intențiilor semnatarilor acestui acord.
