The subject of research is the theoretical aspects of the development of a shadow «autonomous» power space as a phenomenon of anti–modernization, a system of inhibition of reform, the laws of its curvature, growth, acceleration of the macromechanisms of the shadow redistribution of property and power instead of real reforms. The purpose of the study is a further discursive study of the causal complex of shadow aspects of power processes, including in the context of pseudo–modernization and quasi–reform as factors in enhancing shadow–criminogenic phenomena in the power sphere. Methods of research. The paper uses a set of scientific methods and approaches, including systemic, historical, logical, which allowed to ensure the conceptual unity and effectiveness of the research. Results of the work. The article substantiates the need for a systematic study of the processes of shadowing power, overcoming the development of processes of expansion of the «autonomous» shadow power as the main shadowing anti–reformist factor. Application of results. The system of sciences from the field of government, economic security, law, a wide range of problems of socio–economic sciences from the study of dysfunctional development. Conclusions. The main findings of the study can be reduced to the following: 1) among the polysystems of modern power shadow realities, a «destructive» shadow power occupies a special destructive anti–reformist place; 2) the study of the historical logic of reforms in Russia, the USSR and modern Ukraine testifies to them, as a system, pseudo–modernization, pseudo–effective shadow nature with respect to indigenous national interests, with the tasks, first of all, of strengthening their own power, realizing power parasitic interests, serving the interests of ruling clans dominant countries; 3) effective reformist activity of the authorities requires a systematic, targeted update of training for the modern ruling class with high professional qualities and deep patriotic convictions.
