ABSTRACT Because of the varied capabilities of servers and clients in terms of resources and processing complexity, no Video-on-Demand (VoD) technique can provide efficient and absolute solutions in all circumstances. The popular factor of videos is a challenging issue to be kept in mind in order to minimize the resource utilization of VoD system, thereby enhancing the quality of the service and gaining user satisfaction. To use the popularity details of the videos of a VoD service and allocate necessary amount of resources, there are many schemes that have been proposed but most of them are short of successfully managing all the elements of the service. Hence, we have proposed a new scheme that is expected to bring noticeable improvement in the service. To be more specific, the scheme minimizes the user"s waiting time and also successfully handles the hand-off procedure for a moving client during downloading a video segment providing efficient service to clients.
