FINANCING SCHEMES IN DWELLING CONSTRUCTIONS

Abstract

Locuinţa proprie, din cele mai străvechi timpuri, a fost cea mai dorită și a creat cele mai mari conflicte sociale. Obiceiurile naţionale, tendinţele sociale din ultimele decenii, precum și psihologia tinerelor familii condiţionează necesitatea de a avea propria locuinţă. Pentru a satisface cererea existentă pe piaţă, antreprenorii oferă diverse posibilităţi de procurare sau de construcţie a propriei locuinţe. Dorinţa de a câștiga mult și relativ repede împreună cu faptul că obiectul construcţiei este suficient de lichid pentru a fi acceptat în calitate de garanţie ipotecară, a condus la apariţia diverselor scheme financiare, care în multe cazuri s-au adeverit a fi frauduloase. În acest articol sunt examinate cauzele apariţiei schemelor frauduloase de finanţare în Republica Moldova, sunt descrise unele dintre schemele existente, fiind propuse căi pentru dezvoltarea sectorului construcţiilor locative. Autorii, în baza analizei comparative a oportunităţilor de finanţare a tranzacţiilor pentru procurarea locuinţei în Republica Moldova ipotecă, leasing imobiliar, proiectul de stat bdquo;Prima casărdquo;, demonstrează lipsa diferenţei considerabile pentru consumator dintre ofertele existente, precum și imposibilitatea de apelare la acestea pentru marea majoritate a populaţiei.

Own dwelling in ancient times was the most desired and created the largest social conflicts. National customs, social trends of recent decades and the psychology of young families feel the need to have their own home. Satisfying the existing demand on the market, entrepreneurs offer various possibilities to purchase or build their own home. The desire to earn a lot and relatively quickly together with the fact that the object of construction is accessible enough to be accepted as a mortgage guarantee, led to the emergence of various financial schemes, which in many cases proved to be fraudulent. In this article the causes of fraudulent financial schemes are examined in the Republic of Moldova. The article describes some existing schemes as well as current and proposed ways to develop housing construction sector. The authors, based on the comparative analysis of financing opportunities for home purchase transactions in the Republic of Moldova mortgage, real estate leasing, state project quot;first homequot;, demonstrate the lack of considerable difference for the consumer between existing offers and the impossibility to use them for the vast majority of the population.
