Relaciones intergubernamentales en políticas de equidad educativa: elaborando un modelo de cooperación

Abstract

En 1990, Brasil y México reformaron sus sistemas educativos descentralizando la administración de los servicios educativos hacia los niveles inferiores de gobierno. Como consecuencia, fue modificado el diseño institucional en ambos países, lo cual involucró una redistribución de funciones y el establecimiento de funciones concurrentes, entre ellas la equidad educativa. En otras palabras, la responsabilidad por garantizar la equidad educativa recae tanto el Gobierno Federal como en los gobiernos estatales. Ambos casos presentan un diseño institucional que se acerca bastante al federalismo tripartito. Sin embargo, el diseño institucional no promueve incentivos y mecanismos de cooperación que sean estables y eficaces.
