Trois projets de désenclavement et de relance de l'activité économique en République Démocratique du Congo: comparaison des approches

Abstract

De vastes régions enclavées de l’intérieur de la République Démocratique du Congo souffrent d’une situation de stagnation économique souvent proche de l’autarcie. La volonté de nombreux bailleurs de fonds est de lutter contre la pauvreté des populations par la relance économique. Le présent article explore trois projets d’approches différentes pour relancer l’activité économique, surtout agricole, dans des zones enclavées. Il décrit ces projets et compare les approches adoptées dans leurs conceptions et leurs méthodolo­gies. Le critère retenu pour la comparaison est l’efficacité des projets en termes de relance économique attendue et de réduction de la pauvreté. Ces trois projets concernent respec­tivement la cuvette centrale du bassin du Congo autour du bief moyen du fleuve Congo et son affluent, la rivière Kasaï, la province du Maniema et le territoire de Basankusu dans la province de l’Équateur, situé à 1 100 km de la capitale Kinshasa. Three Accessibility Projects to Revive Economic Activity in the Demo­cratic Republic of Congo: Comparative Approaches. — Large isolated regions within the Democratic Republic of Congo suffer from a situation of economic stagnation which is often close to self-sufficiency. Many donors are willing to fight poverty through economic recovery. The present paper reviews three projects with different approaches to revive economic activity, especially agricultural activity, in isolated areas. These projects are described and the approaches adopted for their designs and methodologies are compared. The criterion used for the comparison is the projects’ effectiveness in terms of expected economic recovery and poverty reduction. The three projects concern respectively the Central Congo Basin around the middle reach of the Congo River and its tributary, the Kasai river, the Maniema province and the territory of Basankusu in the Equateur province located 1,100 km from the capital Kinshasa.
