A software for computing average solution to the low-thrust orbital transfer problem. Reference tool for this class of problem is MIPELEC. MIPELEC compute solution by constructing the average optimal control to the averaging the ODE. In the current software, we extended the theory behind MIPELEC to consider in addition perturbation due to second order zonal of Earth gravity field. This results in solutions taking into acount the secular drift of the line of nodes for inclined orbits, and the line of apsides for eccentric orbits.
