The article examines the state of legal regulation of the management of state-owned enterprises in Ukraine. The best world experience in the management of state enterprises is analyzed. The possibility of implementing certain elements of legal regulation by state enterprises in foreign countries into the Ukrainian legal system is being studied. Particular attention is paid to the study of the experience of the member countries of the European Union. As a result of the disclosure of the topic, a number of changes were proposed in the regulation of state enterprises in Ukraine. The levels of the state enterprise management mechanism are investigated. Analyzed various points of view on the improvement of legal regulation of state-owned enterprises in Ukraine. Disclosed issues of financial management of state enterprises. The definition of social responsibility is given. The assessment of the need to introduce the category of social responsibility in the activities of state enterprises has been formed. Identified promising areas for further research on this issue. The economic development of Ukraine today is at a low level. The size of salaries, infrastructure and social protection in Ukraine are unsatisfactory. All these factors led to a significant migration of Ukrainian to neighboring rich countries. Increasing economic development, attracting investment and reducing corruption can lead to overcoming these negative factors. The effective functioning of state enterprises, their modernization and investment are an important element of economic development. It is possible to achieve high efficiency by state enterprises by reforming them on the basis of an analysis of positive foreign experience. So the circumstances were that the state enterprises were not given sufficient attention during the entire latest period of Ukraine’s statehood. Gradually selling state-owned enterprises, management noted only that these enterprises were uncompetitive, inefficient, corrupt, and unprofitable. Now there are tendencies to a gradual narrowing of the public sector in the economy of Ukraine.
