Policy Brief: Menyoal Pelaksanaan "Triple Eliminasi" di Kota Surabaya

Abstract

Penularan Penyakit dari Ibu ke Anak (PPIA) atau mother-to-child disease harus diperhatikan. World Health Organization (WHO) mencanangkan triple eliminasi (3E) untuk mengeliminasi penularan penyakit infeksi dari ibu ke anak. Penyakit yang menjadi fokus eliminasi antara lain, HIV, sifilis, dan hepatitis B. Salah satu daerah yang sedang gencar-gencarnya melaksanakan triple eliminasi adalah Kota Surabaya. Data dari Dinas Kesehatan Kota Surabaya menunjukkan bahwa pada tahun 2018 terdapat sejumlah 46.721 ibu hamil yang ada di Surabaya. Sebesar 88,25% ibu hamil melakukan tes HIV, 60,66% ibu hamil melakkukan tes sifilis, dan 75,52% ibu hamil melakukan tes hepatitis B. Target cakupan yang ditetapkan oleh Kementerian Kesehatan Republik Indonesia untuk tahun 2018 menurut Permenkes No 52 tahun 2017 adalah sebesar 60%. Penyakit yang memiliki capaian paling rendah adalah sifilis. Kota Surabaya sudah melebihi target namun masih ada ketidaksamaan pencapaian cakupan masing-masing penyakit, padahal seharusnya program ini dilakukan secara bersama-sama. Kebijakan yang diterapkan tidak luput dari target yang belum terpenuhi. Hal tersebut disebabkan oleh banyak kendala ketika kebijakan diterapkan. Kegiatan yang masih perlu dikaji adalah pencatatan, pelaporan, dan surveilans terpadu dalam sistem informasi menggunakan identitas nasional (NIK/KTP).
