Open-Access-Transformationsrechnung für wissenschaftliche Einrichtungen in Deutschland

Abstract

Ein wesentliches Ziel des Projektes OA2020-DE ist die Unterstützung von Wissenschaftseinrichtungen bei der Open-Access-Transformation durch eine verbesserte Datenerhebung zu Publikationsaufkommen und -kosten. Unter einer Open-Access-Transformation wird die Umwandlung bestehender, subskriptionsbasierter Zeitschriften (sowie von Monographien, Sammelwerken etc.) in den Gold Open Access verstanden. Dieser Prozess kann mit Kosten für die Autor_innen verbunden sein (bspw. in Form von Artikelbearbeitungsgebühren, APCs). Hierzu müssen die in den Erwerbungsetats wissenschaftlicher Bibliotheken gebundenen Gelder so umgeschichtet werden, dass sie künftig für die Finanzierung dieser und anderer Open-Access-Publikationskosten herangezogen werden können. Auf diese Weise kann die Transformation durchgeführt werden, ohne die wissenschaftlichen Autor_innen mit zusätzlichen Aufwänden zu belasten. Der Beitrag untersucht, ob die derzeitigen Erwerbungsmittel (vor allem aus dem Zeitschriftenbereich) ausreichend sind, um die Artikelbearbeitungsgebühren der Wissenschaftler_innen einer Einrichtung zu tragen. Die hier vorgestellte, sogenannte Transformationsrechnung wird für sechs Wissenschaftseinrichtungen auf Basis ihrer Publikationen der Jahre 2015, 2016 und 2017 durchgeführt und es werden ggf. budgetäre Engpässe identifiziert. Die Transformationsrechnung orientiert sich dabei an der Pay-It-Forward-Studie der University of California Libraries.
