Разработка теоретических аспектов политики «мягкой силы» Российской Федерации

Abstract

В статье на основе нормативно-правовых документов охарактеризован подход Российской Федерации к определению и реализации ее внешней политики через усиление культурных, общественных и информационных механизмов влияния, которые принято относить к понятию «мягкой силы». Сделан вывод, что на протяжении 1990–2000-х годов постепенно выстраивалась российская модель политики «мягкой силы», которая, помимо традиционных инструментов (продвижение образования, культуры, языка, традиций, создание позитивного образа станы), имела специфическую особенность, возникшую после распада СССР – многочисленную российскую диаспору за рубежом и созданные снизу, по ее инициативе, организации российских соотечественников. The article describes the approach of the Russian Federation to the definition and implementation of its foreign policy through strengthening cultural, social and informational mechanisms of influence is characterized on the basis of regulatory documents. These mechanisms are commonly referred to the concept of “soft power”. It is concluded that during the 1990–2000s, the Russian model of “soft power” policy was gradually being built. It had a specific feature that arose after the collapse of the USSR - the large Russian diaspora abroad and created from below, on its initiative, the organization of Russian compatriots. In addition, it used traditional tools: promotion of education, culture, language, traditions as well as creation of the positive country’s image.
