The article examines the main milestones of heraldic legislation in Ukraine. The author traces the origins of government regulations in the field of heraldry and symbols. Analyzed the Law of Ukraine "On local government in Ukraine" and other legislative acts. Shows the system of government bodies dealing with issues of Heraldry at the highest level. As for the personal and corporate emblems, their creation and use is not regulated by law. The creation of coats of arms and observance of the rules takes care of Ukrainian Heraldry Society. Create of a similar coat-of-arms images is a matter entirely voluntary. The creation of heraldic images all levels also lies in the plane of intellectual rights. The Constitution of Ukraine guarantees for citizens the protection of intellectual property (Art. 54). However, the mechanism of protection of intellectual property is perhaps the weakest link in our legislation. Even if creating a graphic image of the arms does not bring material benefits, intellectual property of citizens should be protected. Based on the analysis of existing documents concluded by the poor state of heraldic law in Ukraine. The reason for this situation was the lack of guidance on the establishment and existence of heraldic symbols and partial preservation of Soviet vestiges in the heraldic area.
