Abstract

L'impact social de la pauvreté à moyen et à long terme, que l'on observe le développement adéquat de politiques publiques visant à réduire les niveaux de pauvreté, semble aujourd'hui une condition nécessaire pour assurer des niveaux futurs suffisants de bien-être social. Cet objectif est intimement lié au fait que, dans la conception des politiques publiques nationales, la réduction des niveaux de pauvreté de la population est considérée comme prioritaire. C'est pourquoi l'objectif du présent travail est d'évaluer l'impact sur les niveaux de pauvreté des politiques publiques dans le secteur de la santé, en utilisant la logique neutre, de sorte que les résultats de cette évaluation puissent servir de guide pour formuler des propositions visant à améliorer leur efficacité et leur efficience.

El impacto social de la pobreza a medio y largo plazo, que se observa el desarrollo adecuado de politicas publicas encaminadas a disminuir los niveles de pobreza, parece hoy una condicion necesaria para el aseguramiento de niveles futuros suficientes de bienestar social.Tal objetivo esta intimamente ligado a que en el diseno de politicas publicas nacionales se considere prioritario la reduccion de los niveles de pobreza de la poblacion.Por tal motivo el objetivo delpresente trabajo esevaluar el impacto sobre los niveles de pobreza de las politicas publicas en el sector salud, utilizando la logica neutrosofica, de manera que los resultados de esta evaluacion puedan servir de guia para articular propuestas de mejorarla eficacia y eficiencia de las mismas.

The social impact of poverty in the medium and long term, which is observed in the adequate development of public policies aimed at reducing poverty levels, seems today a necessary condition for ensuring sufficient future levels of social welfare. This objective is closely linked to the fact that in the design of national public policies the reduction of poverty levels of the population is considered a priority. For this reason, the objective of this work is to evaluate the impact on poverty levels of public policies in the health sector, using neutral logic, so that the results of this evaluation can serve as a guide to articulate proposals to improve their effectiveness and efficiency.

إن الأثر الاجتماعي للفقر على المديين المتوسط والطويل، والذي يلاحظ في التطوير الكافي للسياسات العامة الهادفة إلى الحد من مستويات الفقر، يبدو اليوم شرطاً ضرورياً لضمان مستويات مستقبلية كافية من الرعاية الاجتماعية، ويرتبط هذا الهدف ارتباطاً وثيقاً بحقيقة أنه في تصميم السياسات العامة الوطنية يعتبر الحد من مستويات الفقر للسكان أولوية، ولهذا السبب فإن الهدف من هذا العمل هو تقييم أثر السياسات العامة على مستويات الفقر في القطاع الصحي، باستخدام المنطق المحايد، بحيث يمكن أن تكون نتائج هذا التقييم بمثابة دليل لصياغة مقترحات لتحسين فعاليتها وكفاءتها.
