World 8 v0.1.0 is the first formal development pre-release baseline from the canonical world-8 repository. It establishes the architecture baseline, Development Control Plane, developer-admission workflow, identity and authority controls, governed workspace/lease/evidence foundations, migrations, validation tooling, and publication/continuity registry. This snapshot is non-production and does not claim a complete society runtime, complete Forecast Hall or Market Data runtime, autonomous production trading, production-grade distributed atomicity, or full security/load/chaos validation.
