ANALYSIS OF THE EFFECTIVENESS OF STRATEGIC PARTNERSHIPS BETWEEN MUSLIM MSMEs AND ZAKAT MANAGEMENT INSTITUTIONS IN SUSTAINABLE ECONOMIC EMPOWERMENT PROGRAMMES (A Field Study of an International Community Service Programme: Kampung Felda Hutan Percha, Melaka, Malaysia)

Abstract

Kemitraan strategis antara Usaha Mikro, Kecil, dan Menengah (UMKM) Muslim dengan Lembaga Amil Zakat (LAZ) merupakan instrumen keuangan sosial Islam yang potensial dalam mendorong pemberdayaan ekonomi berkelanjutan, khususnya bagi masyarakat yang rentan terhadap kemiskinan struktural. Penelitian ini mengkaji efektivitas kemitraan tersebut dalam kerangka program pengabdian kepada masyarakat (PKM) internasional yang diselenggarakan oleh Universitas Islam Negeri (UIN) Alauddin Makassar, Universiti Malaya Wales, dan Universiti Kuala Lumpur (UniKL) di Kampung Felda Hutan Percha, Segamat, Johor, Malaysia, pada 17 Mei 2026. Dengan menggunakan desain studi kasus kualitatif, data dikumpulkan melalui wawancara mendalam terhadap 10 informan kunci — meliputi pelaku UMKM mustahiq, pengurus LAZ, pendamping lapangan, dan tokoh masyarakat — yang dilengkapi dengan Focus Group Discussion (FGD) dan observasi partisipatif. Analisis data mengikuti model Miles-Huberman. Temuan penelitian mengidentifikasi lima dimensi kemitraan yang beroperasi dalam komunitas FELDA: (1) permodalan usaha produktif melalui akad qardh al-hasan dan mudharabah; (2) pelatihan dan pendampingan kewirausahaan berlandaskan nilai-nilai Islam; (3) fasilitasi akses pasar dan jejaring halal; (4) dukungan sertifikasi halal dan formalisasi kelembagaan; serta (5) integrasi ekosistem ZIS (Zakat, Infaq, Sadaqah) dan wakaf produktif. Kemitraan ini terbukti signifikan efektif dalam meningkatkan kapasitas ekonomi dan memperkuat modal sosial, namun masih belum sepenuhnya efektif dalam hal keberlanjutan kelembagaan serta transformasi status mustahiq menjadi muzakki secara menyeluruh. Penelitian ini memberikan kontribusi berupa model kemitraan LAZ-UMKM yang berbasis empiris dan kontekstual, selaras dengan maqasid al-syariah dan Sustainable Development Goals (SDGs), dalam lanskap masyarakat Muslim pedesaan di kawasan ASEAN.
