Abstract

A public reference can reduce repeated explanation, align participants on a common artifact, preserve provenance, and make later review easier. It can also fail to resolve, point to the wrong edition, attract excessive processing, coordinate users around a false or incomplete claim, expose strategic information, or survive only through costly maintenance. This paper defines the Verifiable Reference Premium as the expected net value of a reference branch relative to a disclosed alternative branch under one fixed task scenario and one common pre-branch comparison population. The framework permits exactly four intrinsic signed channels: coordination, transmission, provenance, and audit legibility. Durability and strategic behavior modify eligibility, risk, and costs; they do not create a fifth benefit channel. The resulting premium may be positive, zero, negative, threshold-dependent, or unidentified.
