Abstract

Esta pesquisa buscou analisar a influência dos eixos estruturantes da comunicação pública noacesso à informação pelos municípios do estado do Rio de Janeiro. Metodologicamente, trata-se de um estudo quantitativo, transversal e documental, baseado em auditoria de portais e canaisoficiais, operacionalização de indicadores observáveis por eixo e cálculo de escorespadronizados do ITC; a análise estatística combinou correlação de Pearson, regressão linear múltipla com seleção parcimoniosa e clusterização k-means para identificar perfis municipais. Os resultados indicam que o IDH é o preditor mais consistente do desempenho comunicacional, inclusive do ITC agregado e do eixo Interação; Transparência apresentou associação negativa com Liquidez Relativa; Ouvidoria apresentou associação negativa com Poupança Corrente; e o eixo Acesso não mostrou associações robustas com variáveis socioeconômicas ou fiscais, sugerindo dependência de governança da informação, processos internos e usabilidade. A clusterização revelou perfis distintos e heterogeneidade intrarregional, sinalizando que capacidade institucional pesa mais do que localização geográfica. O ITC resulta em diagnóstico objetivo e em capacidade de acompanhamento contínuo, permitindo alinhar prioridades por eixo a metas verificáveis. Sua adoção institui governança de dados e estimula trabalho em rede, com intercâmbio entre áreas setoriais e integração a sistemas externos voltados à transparência e à ouvidoria.
