Abstract

Participation Intelligence: A Framework for Measuring Real-World Participation Outcomes introduces Participation Intelligence as a new framework for understanding and measuring how people participate in society beyond traditional accessibility compliance. The report argues that accessibility alone does not guarantee meaningful participation and proposes a shift toward measuring real-world outcomes across employment, education, healthcare, transportation, government services, culture, recreation, and community life. Developed by PODAX LLC, the framework combines rights-holder perspectives, structured participation data, artificial intelligence, and decision-support tools to help governments, institutions, and organizations identify participation barriers, monitor progress, and support evidence-based policy and operational decision-making. The report presents the conceptual foundation for Participation Intelligence and is intended to encourage collaboration, discussion, and future research among policymakers, researchers, accessibility professionals, technology developers, and disability advocates.Author: Roberto M.
