
Pacote de replicação da dissertação "Conformidade declarada e risco estrutural nos RPPS municipais paulistas: mensuração do descolamento e o Índice de Risco Estrutural (IRE-RPPS) como instrumento de priorização fiscalizatória baseada em risco" (Mestrado Profissional em Gestão e Políticas Públicas, FGV EAESP, 2026). A dissertação investiga, no período posterior à Emenda Constitucional nº 103/2019, o descolamento entre a conformidade declarada na gestão dos RPPS municipais paulistas e a sua situação previdenciária estrutural, em estudo de caso único do TCE-SP com 218 RPPS municipais e dados exclusivamente públicos (IEG-Prev, ISP-RPPS, DRAA/CADPREV, SICONFI e IBGE), integrados por código IBGE. O pacote contém os scripts em R e Python, as bases congeladas e as saídas de referência que reproduzem integralmente o índice, as tabelas e as figuras do estudo. Novidades da v14: alinhamento à versão final da dissertação (o exercício exploratório TIA-RPPS foi retirado do trabalho e do pacote); licenças formalizadas (LICENSE — MIT para o código; LICENSE-DADOS.md — CC-BY 4.0 para os dados tratados); README atualizado com a seção "Escopo de reprodução" (Rota A — reprodução analítica a partir das bases congeladas; Rota B — reconstrução desde as fontes brutas, com etapas manuais documentadas); LOG_EXECUCAO_FINAL_20260720.md com o registro da execução integral do pipeline (RODAR_TUDO.R, R 4.4.1, 20/07/2026, sem erros); MANIFESTO_SHA256.txt regenerado (96 entradas). Correções espelhadas na dissertação: distribuição da priorização 2023 (22/47/49/83/17), nota da Figura 8 (Guarujá) e citação de Paruolo, Saisana e Saltelli (2013).
