From Governance to Bankability: Why Standardization Is the Missing Institutional Layer for Agrivoltaics Investment Readiness

Abstract

This policy paper argues that the persistent gap between the technical feasibility of agrivoltaics and its ability to attract investment is best explained by the absence of standardized governance, not by weaknesses in technology or capital availability. Governance principles that remain at the level of guidelines cannot be audited, compared across projects, or relied upon by financiers; only once they are translated into standardized, verifiable requirements do they become the evidence base that due diligence, climate finance, and bankability actually depend on. Drawing on recent international precedent, including recent regulatory developments in France, Germany, and Japan, and on the Hafez Framework for Agrivoltaic Governance, the paper traces the chain connecting international benchmarks, national standards, monitoring and verification, auditable governance, and investment readiness, and situates the Egyptian Agrivoltaics Initiative (EAI) as a national translation platform performing this function for Egypt. The paper complements the Egyptian Agrivoltaics Standards Series by explaining why governance standardization should precede technical standardization if agrivoltaics is to become investment-ready.
