
This presentation discusses ongoing research on metadata governance and FAIR implementation for scientific instruments in the context of research infrastructure recovery in Ukraine. The study focuses on how scientific instruments can be documented, identified and represented as interoperable research infrastructure assets within national research information systems. Using Ukraine as a case study, the presentation examines current challenges caused by fragmented documentation, lack of common metadata structures, limited use of persistent identifiers and insufficient links between instruments, datasets, publications, projects and organisations. It also reviews relevant international initiatives, including PIDINST, B2INST, OpenAIRE, MERIL and DSpace-CRIS, as reference models for developing FAIR-aligned instrument metadata. The presentation outlines the planned research methodology, including policy analysis, stakeholder survey, expert interviews, benchmarking and pilot implementation. The expected outputs include a FAIR metadata framework, a core metadata element set, JSON-LD templates, metadata crosswalks and pilot instrument records for future integration with the Ukrainian Research Information System.
