Abstract

Maqolada kambag'allikni qisqartirish jarayonida ijtimoiy himoya va bandlik siyosatining o'zaro bog'liqligi tahlil qilinadi. Ijtimoiy himoya aholining zaif qatlamlarini daromad yo'qotish, ishsizlik, kasallik, nogironlik va ijtimoiy chetlanish xavflaridan muhofaza qiluvchi tizim sifatida, bandlik siyosati esa mehnatga layoqatli aholining iqtisodiy faolligini oshiruvchi mexanizm sifatida talqin etiladi. Maqolada kambag'allikka qarshi kurash faqat nafaqa va moddiy yordam bilan cheklanmasligi, ijtimoiy qo'llab-quvvatlash kasb-hunarga o'qitish, ishga joylashtirish, tadbirkorlikni rag'batlantirish va inson kapitalini rivojlantirish bilan uyg'unlashganda barqaror natija berishi asoslanadi.
