Binary Layer Theory: A Closure-Band Framework for Layered Prime Fluctuations

Abstract

This manuscript introduces Binary Layer Theory as a layered asymptotic closure framework for organizing prime-count residual fluctuations across binary scales. It defines binary layers, the binary closure coordinate, residual energy densities, tail-weighted residual contributions, mass–shape decomposition, and the binary closure-band condition.
