Le tourisme thermal au Burundi : état des lieux, défis et perspectives de développement durable (Thermal Tourism in Burundi: Current Status, Challenges and Sustainable Development Prospects)

Abstract

Résumé: Le Burundi dispose d’un important potentiel en eaux thermales réparties dans plusieurs provinces du pays. Ces ressources naturelles présentent des opportunités considérables pour le développement du tourisme de santé, du bien-être et du développement local. Dans le cadre des activités de promotion du tourisme thermal, le Ministère du Commerce, du Transport, de l’Industrie et du Tourisme, en collaboration avec l'agence Visa Travel and Tours, a organisé en novembre 2024 des visites de familiarisation sur différents sites thermaux (Régions Nord et corridor Sud), suivies d’un atelier national de réflexion sur la valorisation de ces ressources. Le présent article s'appuie sur une double approche méthodologique : d'une part, les audits techniques de terrain et, d'autre part, les observations directes partagées lors des circuits par un panel rigoureux de cent (100) participants. Cet échantillon, hautement inclusif (33% de femmes professionnelles), intègre 68% d'acteurs du secteur public (ministères clés et Agence de Développement du Burundi - ADB) et 32% de représentants de l'industrie privée du tourisme et de l'hôtellerie (compagnies aériennes, agences de voyage et CHTB). L'étude analyse les principaux défis structurels observés sur six sites pilotes (Muhweza, Muyange, Mugara, Mahoro, Gishuha et Ruhwa), cartographiés avec le concours d'une expertise géologique. Les résultats mettent en évidence huit verrous sectoriels majeurs liés à l’accessibilité, aux infrastructures d’accueil, à la digitalisation des recettes, à l’encadrement médico-institutionnel et à la qualification du personnel. En réponse, l'article formule seize (16) recommandations stratégiques articulées autour du Partenariat Public-Privé (PPP), de l'intégration communautaire et de la recherche hydrogéologique. Il conclut que la valorisation durable des eaux thermales du Burundi nécessite une approche intégrée afin de transformer ce patrimoine naturel en un véritable moteur de diversification de l'image de marque touristique et de développement territorial. Abstract: Burundi possesses significant thermal water resources distributed across several provinces of the country, offering considerable opportunities for health tourism, wellness tourism, and local economic development. As part of initiatives aimed at promoting thermal tourism, the Ministry of Commerce, Transport, Industry and Tourism, in collaboration with Visa Travel and Tours, organized familiarization tours in November 2024 (Northern and Southern corridors), followed by a national workshop dedicated to the promotion of hot springs. This paper is based on a dual methodological approach combining technical field audits with direct visual assessments shared during the tours by a rigorous panel of one hundred (100) key stakeholders. This highly inclusive sample (33% female professionals) consists of 68% public sector representatives (key ministries and the Burundi Development Board - ADB) and 32% private tourism and hospitality industry actors (airlines, travel agencies, and the CHTB). Supported by geological mapping expertise, the study analyzes the main structural challenges observed at six pilot thermal sites: Muhweza, Muyange, Mugara, Mahoro, Gishuha, and Ruhwa. The findings reveal eight major sector bottlenecks related to accessibility, visitor infrastructure, revenue digitalization, institutional management, medical supervision, and human resource capacity. In response, the paper outlines sixteen (16) strategic recommendations centered on Public-Private Partnerships (PPP), community integration, and hydrogeological research. It concludes that the sustainable development of Burundi’s thermal resources requires an integrated approach in order to transform these natural assets into drivers of national tourism branding diversification and sustainable regional economic growth. This paper is based on field observations conducted during familiarization tours organized on 20–21 November 2024 by the Ministry of Commerce, Transport, Industry and Tourism of Burundi in collaboration with Visa Travel and Tours. The study was further enriched by technical presentations and quantitative data from the National Workshop on the Promotion of Thermal Waters in Burundi, held on 22 November 2024 at Hotel Source du Nil, Bujumbura. Context & Scope: This research-action addresses key challenges across six major provinces of Burundi (Bururi, Rumonge, Cibitoke, Gitega, Kayanza, and Rutovu). It aligns with the East African Community (EAC) regional tourism integration strategy and the United Nations Sustainable Development Goals (SDGs), specifically SDG 8 (Decent Work and Economic Growth) and SDG 17 (Partnerships for the Goals). Target Audience: This publication aims to contribute to ongoing policy debates on sustainable development, public-private partnerships (PPP), and ecotourism in Africa. It is designed to provide actionable data for academic researchers, policymakers, international investors, and tourism professionals.
