Compute governance as a policy lever has been explored in academic literature, largely focused on enforcement mechanisms, hardware controls, and export restrictions. That work is valuable, but the PICL takes a different angle: Incentive alignment rather than restriction. The goal is to ensure that those who benefit from public infrastructure contribute to public accountability.
