Abstract

BEYOND TECHNOLOGY is a policy white paper that explores the root causes of Indonesia's waste management challenges and proposes a systemic transition framework toward a more sustainable waste management ecosystem. The publication emphasizes governance, source separation, transition infrastructure, circular economy, waste-to-energy, and minimum landfill principles as key pillars for long-term transformation. Drawing from field experience, policy analysis, and implementation lessons, this publication aims to contribute to public policy discussions and the development of a more integrated waste management system in Indonesia. The paper introduces the concept of Waste Management Station (WMS) as a transition infrastructure that bridges existing waste management conditions toward circular economy and waste-to-energy systems. BEYOND TECHNOLOGY merupakan white paper kebijakan yang membahas akar persoalan persampahan Indonesia serta menawarkan kerangka transformasi sistem menuju pengelolaan sampah yang lebih berkelanjutan. Buku ini menempatkan tata kelola, pemilahan dari sumber, infrastruktur transisi, ekonomi sirkular, Waste-to-Energy, dan prinsip minimum landfill sebagai fondasi utama transformasi jangka panjang. Berangkat dari pengalaman implementasi lapangan, analisis kebijakan, dan berbagai pembelajaran praktis, publikasi ini diharapkan dapat menjadi salah satu kontribusi pemikiran bagi penguatan sistem pengelolaan sampah nasional. Konsep utama yang diperkenalkan dalam publikasi ini adalah Waste Management Station (WMS) sebagai infrastruktur transisi yang menjembatani kondisi pengelolaan sampah saat ini menuju Circular Economy dan Waste-to-Energy.
