This repository contains all the code and data necessary to reproduce the figures and tables presented in the manuscript, as well as the supplementary materials for the paper titled "How Cities Can Govern Their Carbon Footprints Despite Measurement Challenges - An Analysis of Climate Planning in Eight International Anchor Cities."
