
This manual describes the integral operation of the CEICS CUTLAJO digital platform, an institutional system for ethics protocol management developed by the Research Ethics Committee in Health Sciences at the Centro Universitario de Tlajomulco. The document covers the complete evaluation cycle from the perspective of the three operational roles within the platform: principal investigator, committee member, and committee chair. It details the processes of AI-assisted protocol submission, automated pre-analysis based on a normative compliance checklist, deliberative evaluation by thematic domains, conflict-of-interest detection mechanisms, delegated signature authorization through the Secretariat, and issuance of the institutional resolution with a cryptographic verification folio. The manual is grounded in the current national and international ethical and regulatory framework, including the Declaration of Helsinki, CIOMS–WHO International Ethical Guidelines, Belmont Report, NOM-012-SSA3-2012, and the ICH-GCP E6(R3) Guidelines. It is distributed as reference documentation for research ethics committees implementing or adopting the platform.
