
This commentary argues that critical-mineral security is often constrained not only by geology, mine supply, friendly sourcing, stockpiles, or recycling, but by midstream processing capacity. Ore, concentrate, refined metal, battery-grade chemicals, separated rare-earth oxides, and component-ready materials are different policy objects. Mineral security depends on the ability to process, refine, separate, convert, certify, and deliver material in forms that downstream industry can use. The article develops the central distinction that ore is not usable supply until it can be processed. Building on earlier NEP MIN commentaries on friend-shoring, stockpiling, and recycling, it argues that the midstream is where many mineral-security promises either become industrial capacity or remain slogans. Friend-shoring requires partners with real processing capacity; stockpiling depends on the form of material stored; recycling still requires secondary processing and quality control. Using evidence from the International Energy Agency and the U.S. Geological Survey, the commentary highlights rising concentration in refining and processing, including the continued dominance of a small number of countries in critical-mineral midstream capacity. The article does not claim that refining is the only bottleneck or that geology is irrelevant. Instead, it argues for a more precise critical-minerals policy grammar: mineral, stage, product form, processing route, refining technology, energy requirement, permitting pathway, workforce, buyer, standard, and time horizon.
