
This paper examines the emergence of AI-to-AI adversarial governance within legal, regulatory, administrative, insurance, compliance, and public-sector decision-making environments. The article argues that the primary governance risk posed by artificial intelligence is not machine intelligence itself but the progressive outsourcing of human reasoning and accountability. The paper introduces the concept of "Robot Wars," describing situations in which AI-generated claims are answered by AI-generated responses, reviewed through AI-generated summaries, and ultimately relied upon by human decision-makers. It analyses implications for transparency, auditability, procedural fairness, institutional competence, legal accountability, and public trust. The article proposes governance principles designed to preserve human responsibility while enabling productive use of artificial intelligence within public and private institutions.
