
This paper advances the Axiomatica Universalis (Beyer 2026f) in three directions: (1) axiom hierarchy — A3 shown independent of A1+A2+A4; (2) corrected meaning measure A(C) = C^α·(1−C)^(1−α) with maximum at C = α = 0.749, proved analytically; (3) UCA four-layer protocol specification with 13-bit overhead. The conjecture α = D/(D+1) is empirically confirmed for D=2,3,4.
