Abstract

The Operational Coherence Bound Prediction Engine (OCBPE) is an autonomous, locally-run riskintelligence system designed to monitor global threat domains in real time and generate structured,evidence-based predictions before events occur. It applies a novel theoretical framework — theOperational Coherence Bound (OCB) — to continuously assess how close each monitored domain is toa critical threshold beyond which systemic disruption becomes probable.OCBPE monitors nine global risk domains simultaneously: climate, seismic activity, conflict, pandemics,food security, economic indicators, hurricanes, population displacement, and water stress. For eachdomain, the system ingests data from authoritative international sources, computes an entropy-basedmargin, detects cross-domain cascade patterns, and produces human-readable analytical reports — allwithout reliance on cloud infrastructure or external AI services.This work in independetly designed and created with no external funding or cooperation.
