Abstract

Entrada que define operativamente Compute Soberano como capacidad de un pais o region de operar infraestructura de computacion (centros de datos, hardware especializado) sin dependencia critica de proveedores extra-regionales. Primer pilar de la Soberania Cognitiva. Sin compute propio, no hay autonomia agentica posible.
