Democracia Deliberativa en la Era Agentica

Abstract

La democracia deliberativa presupone ciudadanos informados que deliberan publicamente sobre cuestiones colectivas con razones intercambiables. Esta presuposicion enfrenta amenaza estructural en la Era Agentica: campanas micro-segmentadas algoritmicamente, bots y agentes IA participando del debate publico, fragmentacion del espacio publico en burbujas, polarizacion algoritmicamente amplificada. Este whitepaper articula cinco amenazas concretas, propone seis innovaciones democraticas adaptadas (asambleas deliberativas presenciales, jurados ciudadanos, voto informado obligatorio, transparencia algoritmica, regulacion de campanas digitales, alfabetizacion civica IA) y discute lecciones especificas para sistemas democraticos iberoamericanos.
