It establishes a public-layer interface for reviewing carbon integrity claims, ecological risk signals, monitoring records, community safeguards, accountable roles, required records, replay outcomes, and divergence types without converting the framework into a certification, enforcement, or pricing mechanism. This document does not certify carbon credits, determine land rights, issue ESG ratings, price carbon assets, replace MRV authorities, authorize carbon markets, adjudicate legal claims, or function as an enforcement mechanism. It does not disclose TSUMS core scoring formulas, internal weights, proprietary MRV algorithms, operational thresholds, carbon pricing logic, enforcement logic, or land-right adjudication logic.
