It maps all 38 published artifacts across the Five-Stage Pipeline (Sovereignty → Admissibility → Capability → Execution → Accountability) and provides a clear entry point for new readers, researchers, and implementers. Includes recommended starting points, doctrinal foundation, and direct links to all core modules. EFA is a pre-execution AI governance architecture. It does not debate whether AI systems possess consciousness or agency. Instead, it makes that question structurally irrelevant by enforcing provable, justified reliance at the exact moment an AI-mediated action creates real-world consequence.
