BLADE-CUAS Governance Node: Authority Governance for Counter-Unmanned Aircraft Systems Operations Under Multi-Agency Authority Structures

Abstract

This deposit presents the BLADE-CUAS Governance Node, a simulation-validated reference architecture for authority governance in Counter-Unmanned Aircraft Systems (C-UAS) operations under multi-agency federal-SLTT authority structures. The architecture implements a nine-stage AUTHREX pipeline: SENSE, SATA, ADARA, IFF, HMAA, MAIVA, FLAME, ERAM, and CARA. It combines five passive C-UAS sensing modalities, Dempster-Shafer multi-modal consensus, Remote ID spoofing detection, four-tier authority arbitration, tier-dependent deliberation windows, and SHA-256 audit-chain logging. The reference hardware design specifies 130 components, 65 electrical connections, 117 mechanical connections, and an estimated bill of materials of approximately $42,811. The companion browser-native simulation implements six scripted C-UAS scenarios plus free-play mode, deterministic xoshiro128** PRNG, canonical-form SHA-256 evidence-chain serialization, Dempster-Shafer fusion with Yager high-conflict handling, failure injection, decision-trace replay, and JSON-exportable traces. Across 300 simulation runs, no false tier elevations or false authority releases were observed; the paper reports Rule-of-Three / Clopper-Pearson upper-bound framing for zero-event data. This work is published as open fundamental research under CC BY 4.0. The reference architecture is passive on the sensing side, contains no mitigation effector, no kinetic aperture, and no operational transmit chain.
