Descarbonização do Transporte Aquaviário: Tecnologias e Governança Ambiental no Contexto Amazônico

Abstract

Waterway transportation, responsible for 80% of global freight volume, contributes 2.9% of global CO₂ emissions, demanding urgent energy transition. This study analyzes sustainable propulsion technologies and environmental governance systems applicable to the sector, emphasizing the Amazon context. Through bibliographic and documentary research, electric systems, hybrid systems, biofuels, and photovoltaic integration were investigated. Results demonstrate that electrification technologies can reduce emissions between 82% and 95%. The IMO 2023 Strategy establishes net-zero emissions target by 2050, aligned with Brazilian trajectories projecting 91% reduction in the waterway sector. In the Amazon, where 16,000 kilometers of navigable rivers constitute essential infrastructure, the transition faces high costs, limited infrastructure, and climate vulnerabilities. Investments of R$ 1.7 billion from the Merchant Marine Fund for 188 vessels demonstrate institutional commitment. COP 2030 in Belém represents an opportunity for demonstration of sustainable solutions, contributing to SDGs 7, 9, 13, and 14.
