
The Cyber Guardians Shield System (CGSS) is a constitution-layer architecture for mitigating risks posed by high-capability agentic AI systems. As LLMs become capable of planning, tool use, code generation, repeated probing, and external execution, AI safety risks increasingly shift from harmful output to unsafe execution conditions. CGSS addresses this shift by proposing input-environment ordering: an external Constitution Layer placed before agentic execution to define legal, ethical, procedural, authorization, review, isolation, and audit conditions before unsafe momentum develops. CGSS reframes “shield” not as a simple blocking surface, but as a constitutional field of ordered action. It is designed to reduce misaligned action space, slow unsafe escalation, and redirect powerful agentic behavior into reviewable and auditable pathways. This white paper is an abstracted public edition. Implementation-sensitive details such as detection rules, thresholds, route-selection logic, authentication structures, sandbox or decoy specifics, logging internals, API schemas, prompt-routing structures, scoring models, operational sequences, and deployment-specific configurations are intentionally withheld to prevent misuse. CGSS is positioned as an extension of external orchestration thought from THIS Framework vΩ: while THIS Framework vΩ pre-harmonizes the dialogue field, CGSS pre-governs the action field. This work is published as a public research white paper and defensive prior-art disclosure.
