SMINORA ISS: The Age of Transparency. The SMINORA Safety Index and Real-Time Verification Technologie

Abstract

Le présent article introduit le Principe SMINORA — un cadre conceptuel et opérationnel pour ce que nous appelons l'Ère de la Transparence : la transition à grande échelle des systèmes de confiance déclarative vers des systèmes de visibilité vérifiée en temps réel, accessibles à tout consommateur, sans intermédiaire. Les technologies disponibles aujourd'hui — QR code, NFC, blockchain, intelligence artificielle — rendent la vérification continue accessible à un coût structurellement proche de zéro. L'obstacle à la transparence n'est plus technologique. Il est institutionnel. L'article introduit un ensemble de termes analytiques précis : le SMINORA Gap, le SMINORA Effect, le SMINORA Transition, et l'Indice de Sécurité SMINORA (ISS) — l'indicateur agrégé de transparence professionnelle vérifiée, comparable entre marchés, secteurs et territoires. La preuve de concept est en cours à La Rochelle (France) depuis avril 2026 — premier déploiement mondial documenté du Principe SMINORA, couvrant trois secteurs de services. Cet article s'inscrit dans la continuité directe de : Minoretskaia, S. (2026).
